Trace the legging adding seam allowance and then add about 1-1.25" to the top (for your elastic casing) and .5" to the bottom (for your hem). You can also add a ruffle just by measuring your bottom edge, multiple by 2, cut that number for your width and whatever length you want. You can even do multiple ruffles.
